To the senior partner of Fogg, Fogg and Handley, the law is a tradition. His grandfather, Harry Lee, opened the practice in Indian Territory in 1901. After 35 years of serving the people of Western Oklahoma, he welcomed his sons to the firm of Fogg and Fogg. The oldest son, William eventually aspired to the bench and became a renowned jurist for the State of Oklahoma as a District Judge for over 15 years. Rupert continued the practice as a single practitioner after Harry Lee's death in 1957.

Richard joined his father in 1965, and they practiced together for 24 years until Rupert's death in 1989. A commitment to solving people's problems through the practice of law was and is important to the Foggs. In 1991 and 1999 Richard was elected Chairman of the Oklahoma Board of Bar Examiners. He was appointed to the board in 1970, just shortly after his selection as the Outstanding Young Lawyer in Oklahoma. The Supreme Court recently honored Richard for public service at a banquet for the Board of Bar Examiners.

Richard has two sons, Robert (Rob) and John. Both are graduates of OCU, Rob with a degree in advertising and John with a degree in history.

An avid photographer, Richard is actively involved in gallery photography. In 1966, he began taking pictures while on active duty in Pleiku, Vietnam, where he served with the 4th Infantry Division. His pictures have been displayed in several shows and he has an active gallery in his home and office. He has been invited to compete for exhibition in a gallery in Sante Fe, New Mexico. Many homes in El Reno and Oklahoma City have his work on display.

He and his wife Lynda, are eager tourists. He is an avid salmon fisherman, a golfer and an Elder in the First Christian Church.

Mr. Fogg has been admitted to practice before the United States Supreme Court, the highest court in this country and argued before the Supreme Court in Oklahoma. He is admitted to practice in the United States Tax Court and the United States Court of Claims. In 1990, he was elected to the American College of Trust and Estate Counsel, (ACTEC), an organization dedicated to those clients who need the best qualified advice in the area of Estate Planning, Trusts and problems of the elderly, and has produced papers and lectures for the Oklahoma Bar Association in the area of Probate Practice in Oklahoma. He was recently honored by the Oklahoma Supreme Court for his service over the past 2 years as chairman of the Oklahoma Board of Bar Examiners.

Over the years, Richard has taken care of a variety of needs for his clients throughout the state. He has done criminal and divorce work in addition to representing school districts, municipalities, water districts, hospitals, public trusts, and banks. With an office in El Reno, Richard's practice focuses on estate planning and taking care of the needs of individuals, as did his father's and grandfather's before him.
